Buildings vs Worksites
There are two different categories of structures that players can choose to build on their land plots. Each of them will act & feel very different, following their own rules & process flows, and producing different kinds of resources & items.
Worksites
These structures are built to extract fundamental resources from the land, which then serve as basic ingredients for constructing more complicated materials through a refinement process. The existing resources in the already released Phase 1.5 (Grain, Wood, Stone, and Iron) are examples of fundamental resources harvested from worksites. In Phase 2, Magical Resources will also be harvested from worksites.
Worksites take time to construct, but otherwise do not require any specific construction materials to build. Also, food costs for workers (which is always some amount of Grain) and any other input costs (for special resources like SPS) are paid at harvest time when the produced resources are collected by the player.
Buildings
These structures take the raw materials produced by worksites as inputs, and refine them to produce other materials as outputs. In Phase 2, all the various types of Refined Resources will be produced from buildings.
Buildings will be constructed similar to worksites where they take a specified amount of Production to complete, and therefore the time required to complete it will depend on the amount of Production Points the cards working on the plot have (base production, not counting bonuses).
Unlike worksites, buildings will also require certain amounts of resources to build. Food costs for workers (which may be something besides Grain) and building construction costs will be paid upfront at the time building construction is started, rather than at the end of construction.
Also unlike most worksites, buildings are able to level up. Newly constructed buildings start at level 1, and can be leveled up to a maximum level of 5.
Leveling up a building is very similar to constructing a new building - it takes a specific amount of Production, and therefore time, based on the base Production Points on the plot, and can be sped up with Time Crystals. It will also take resources.
Benefits of Buildings
We want to increase the amount of worker slots on buildings as compared to worksites in order to make them more competitive for players who don't have tons of old, high Production cards, while also encouraging more card usage on land.
To accomplish that, the current plan is for level 1 buildings to start with 10 worker slots (as opposed to 5 for worksites), and a max base Production Point limit of 20k (as opposed to 100k for worksites). This will increase by 10 worker slots and 20k max base Production Points per level, up to a maximum of 50 worker slots and 100k max PP at level 5. This is summarized in the following table:

Note that the max base PP cap is also affected by foremen cards. Each building is required to have at least 1 foreman in order to produce any output (see Foremen for full details).
Buildings may also get other benefits as they level up, including but not limited to:
Increased output per Production Point
The ability to produce new things from the building
Increased storage capacity (once storage is added)
Increased size of building production queue
Rule of thumb: the primary distinction between worksites and buildings is that worksites produce fundamental resources (stage 1 in the production pipeline) that don't require any other inputs, whereas buildings produce outputs from some combination of inputs (stage 2+ in the production pipeline). The one exception to this rule is Shard Mines, which are considered worksites despite the fact that producing SPS requires a combination of other input resources. These worksites are meant to be temporary and will be removed at some future point.

DEC Staking System
To get 100% Efficiency, enough DEC must be staked into the entire region to meet the needs of all worksites; 50,000 DEC per worksite is needed for maximum Efficiency
A flat 50,000 DEC is required to be staked into the plot itself (as opposed to the region) when building construction is started. Only cards with the Dark Discount ability can reduce this.
